Overview
What is a REACH declaration?
REACH is the EU regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (Regulation (EC) No 1907/2006). Among its obligations, suppliers of articles must communicate information about substances of very high concern (SVHCs) from the Candidate List when they are present above a threshold: the Article 33 information duty. A REACH declaration is the document suppliers use to convey that status to their customers.
A REACH declaration typically identifies the product or article, references the SVHC Candidate List version it was assessed against, and declares whether any Candidate List SVHCs are present above 0.1% by weight, naming them and providing safe-use information where the duty applies. The Candidate List is updated over time, so the version and date matter.
REACH is broad and applies across products, which is what sets it apart from RoHS, a narrower directive restricting specific substances in electronics. This template gives you the standard structure so you can draft a REACH statement quickly; which obligations apply to you, and the current Candidate List, are for you to confirm (more below).
The fields
What a REACH declaration typically includes
The fields below follow the usual structure of a REACH / Article 33 declaration. Exactly what you must communicate depends on your product and role. Treat this as a starting structure, not a determination of compliance.
Declaration number and date
A unique number and issue date, so the statement can be referenced, filed and controlled.
Manufacturer / supplier
The name and address of the supplier making the declaration, and the customer where it's issued to one.
Product / article identification
The product or article the declaration covers, with model or part numbers.
REACH regulation referenced
The regulation and obligation referenced, which for the EU is Regulation (EC) No 1907/2006, and the Article 33 information duty where relevant.
Candidate List version
The version and date of the SVHC Candidate List the product was assessed against, since the list is updated over time.
Declared SVHC status
Whether any Candidate List SVHCs are present above the 0.1% (w/w) threshold in the article, stated clearly.
Substance details
Where SVHCs are present above the threshold: the substance name, CAS number and, where relevant, concentration range.
Safe-use information
Any safe-use information that must accompany the article where the information duty applies.
Basis of the declaration
What the declaration rests on (supplier data, material declarations, testing), so a reader understands the evidence.
Authorized signatory
The place and date, and the name, function and signature of the person authorized to make the declaration.
Step by step
How to fill out a REACH declaration
Four passes get you from a blank template to a signed draft. Confirm the current Candidate List and your obligations as you go.
Identify the product and company
Enter a declaration number and date, the supplier (and customer where relevant), and the product or article the declaration covers.
Reference REACH and the Candidate List
Reference the regulation and the Article 33 information duty where it applies, and the version and date of the SVHC Candidate List you assessed against.
Declare the SVHC status
Declare whether any Candidate List SVHCs are present above 0.1% (w/w); where they are, name them with CAS numbers and provide safe-use information. Note the basis of the declaration.
Sign, date and export
Add the place, date and authorized signatory, apply your brand, and export the PDF. Have it checked against the current list and obligations before you issue it.
Which one
REACH vs. RoHS
The two are constantly confused. They're separate regulations with different scopes: REACH is broad chemicals regulation; RoHS restricts specific substances in electronics.
REACH Declaration
Communicates information about substances of very high concern (SVHCs) in articles under REACH, a broad EU chemicals regulation that isn't limited to electronics or a fixed substance list.
Use to communicate SVHC / substance information under REACH.
RoHS Declaration
Declares a product's status against RoHS restrictions on specific hazardous substances in electrical and electronic equipment, up to maximum concentrations by homogeneous material.
Use for electrical and electronic equipment, against the RoHS substance restrictions.

Common mistakes to avoid
- Confusing REACH with RoHS. They're separate regulations with different scopes and obligations.
- Not citing the version of the SVHC Candidate List, which is updated over time.
- A vague "REACH compliant" with no declared SVHC status behind it.
- Omitting the substance name, CAS number and safe-use information where an SVHC is present above the threshold.
- No basis for the declaration: no supplier data, material declarations or testing.
- No declaration number, date, product identification or authorized signatory.
Questions
Frequently asked
What is REACH?
REACH is the EU regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals (Regulation (EC) No 1907/2006). It governs chemical substances across products, including duties to communicate information about substances of very high concern (SVHCs) in articles.
What is a REACH declaration?
A REACH declaration, often an Article 33 supplier communication, is a document in which a supplier communicates the status of Candidate List substances of very high concern (SVHCs) in an article, naming any present above the threshold and providing safe-use information where the duty applies.
What is the SVHC threshold under REACH?
The Article 33 information duty is generally triggered when a Candidate List SVHC is present in an article above 0.1% by weight (w/w). The Candidate List itself is updated over time, so both the list version and the threshold assessment matter, so confirm the current list when you declare.
What's the difference between REACH and RoHS?
REACH is a broad EU chemicals regulation covering registration, evaluation and authorisation of substances and the communication of SVHC information in articles. RoHS is a narrower directive restricting specific hazardous substances in electrical and electronic equipment up to maximum concentrations. REACH is broad; RoHS is electronics-specific.
Who issues a REACH declaration?
A supplier of articles in the supply chain, based on supplier data, material declarations or testing. It's signed by a person authorized to make the declaration, whose name, function and date appear on it.

Note: This template provides a general structure for a REACH declaration and is not legal or regulatory advice. REACH obligations, the SVHC Candidate List, the applicable thresholds and what you must communicate depend on your product and your role in the supply chain and change over time. You are solely responsible for determining what applies, for the accuracy and basis of the declaration, and for confirming current requirements against the regulation or with a qualified expert before issuing it.
