Overview
What is a RoHS declaration?
RoHS, the Restriction of Hazardous Substances directive, restricts the use of certain hazardous substances in electrical and electronic equipment (EEE). In the EU it is Directive 2011/65/EU ("RoHS 2"), as amended, and comparable rules exist in other markets. A RoHS declaration is the document in which a manufacturer or supplier states a product's declared status against those restrictions.
In the EU, RoHS currently restricts ten substances (including lead, mercury, cadmium, hexavalent chromium, two groups of brominated flame retardants and four phthalates), each to a maximum concentration by weight in any homogeneous material (0.1% for most, 0.01% for cadmium). A RoHS declaration identifies the product, references the applicable directive, and declares whether the product meets those limits, noting any exemptions relied on.
A RoHS declaration often travels with a Declaration of Conformity and other compliance paperwork, and it's frequently confused with REACH, a separate, broader chemicals regulation. This template gives you the standard structure so you can draft a RoHS statement quickly; the substances, limits and exemptions that apply to your product are for you to confirm (more below).
The fields
What a RoHS declaration typically includes
The fields below follow the usual structure of a RoHS declaration. Exactly what you must state depends on the applicable rules for your product and market. Treat this as a starting structure, not a determination of compliance.
Declaration number and date
A unique declaration number and issue date, so the statement can be referenced, filed and controlled.
Manufacturer / supplier
The name and address of the manufacturer or supplier making the declaration, and the customer where it's issued to one.
Product identification
The product, model or part numbers and, where relevant, the product family or category the declaration covers.
Applicable RoHS directive
The RoHS legislation referenced, which for the EU is Directive 2011/65/EU as amended, so it's clear which rules the declaration is against.
Restricted substances and limits
The restricted substances and their maximum concentration values by homogeneous material: the basis the product is declared against.
Declared status
The product's declared status against each restriction, for example compliant or below the maximum concentration, stated clearly, not just "RoHS compliant".
Exemptions claimed
Any exemptions relied on (for example from the directive's annexes), identified specifically, since exemptions are substance- and application-specific and expire.
Basis of the declaration
What the declaration rests on (supplier declarations, material data, analytical testing), so a reader understands the evidence behind it.
Scope and limitations
What the declaration does and doesn't cover, and any conditions or validity limits that apply to it.
Authorized signatory
The place and date, and the name, function and signature of the person authorized to make the declaration on the company's behalf.
Step by step
How to fill out a RoHS declaration
Four passes get you from a blank template to a signed draft. Confirm the applicable substances, limits and exemptions for your product as you go.
Identify the product and company
Enter a declaration number and date, the manufacturer or supplier (and customer where relevant), and the product, model or part numbers the declaration covers.
Reference the applicable RoHS rules
State the RoHS legislation you're declaring against, which for the EU is Directive 2011/65/EU as amended, plus the restricted substances and maximum concentration values that apply. Confirm the current set rather than copying an old statement.
Declare the status and exemptions
Declare the product's status against the restrictions, identify any exemptions relied on, and note the basis of the declaration (supplier data, testing) and its scope and limitations.
Sign, date and export
Add the place and date and the authorized signatory, apply your brand, and export the PDF. Have it checked against the current requirements before you issue it.
Which one
RoHS vs. REACH
The two are constantly confused. They're separate regulations with different scopes: RoHS restricts specific substances in electronics; REACH is broader chemicals regulation.
RoHS Declaration
Declares a product's status against RoHS restrictions on specific hazardous substances in electrical and electronic equipment, up to maximum concentrations by homogeneous material.
Use for electrical and electronic equipment, against the RoHS substance restrictions.
REACH Declaration
Communicates information about substances of very high concern (SVHCs) in articles under REACH, a broad EU chemicals regulation that isn't limited to electronics or a fixed substance list.
Use to communicate SVHC / substance information under REACH.

Common mistakes to avoid
- Confusing RoHS with REACH. They're separate regulations with different scopes and substance lists.
- Not stating which RoHS directive and version the declaration is against.
- Omitting the restricted substances and their maximum concentration values.
- Claiming an exemption without identifying it specifically or noting that exemptions expire.
- A vague "RoHS compliant" with no declared status, basis or scope behind it.
- No declaration number, date, product identification or authorized signatory.
Questions
Frequently asked
What is RoHS?
RoHS (Restriction of Hazardous Substances) restricts the use of certain hazardous substances in electrical and electronic equipment. In the EU it is Directive 2011/65/EU, as amended; other markets have comparable rules. The aim is to limit specified substances in the materials that make up electronics.
What is a RoHS declaration?
A RoHS declaration, sometimes called a RoHS compliance statement, is a document in which a manufacturer or supplier declares a product's status against RoHS substance restrictions. It identifies the product, references the applicable directive, declares the status against the restricted substances, and notes any exemptions relied on.
What substances does RoHS restrict?
In the EU, RoHS currently restricts ten substances: lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE), and four phthalates (DEHP, BBP, DBP, DIBP). Each has a maximum concentration by weight in homogeneous materials: 0.1% for most and 0.01% for cadmium. Confirm the current list and limits, as they are amended over time.
What's the difference between RoHS and REACH?
RoHS restricts a defined set of hazardous substances in electrical and electronic equipment up to maximum concentrations. REACH is a much broader EU chemicals regulation covering the registration, evaluation and authorisation of substances, including communicating information about substances of very high concern (SVHCs) in articles. RoHS is narrow and electronics-specific; REACH is broad and applies across products.
Does a RoHS declaration require testing?
Not necessarily. A declaration can rest on supplier declarations and material data, on analytical testing, or a combination. What matters is that the basis supports the declared status. Stating the basis and scope of your declaration makes it more credible and easier to stand behind.
